Can I do a fire drill on a United Earth colony?

Right after the update my colonists started dying off. It says their health is 0%, but I have plenty of medical facilities that fully staffed but are not full of colonists.

Often the auto save seems to get stuck, and "Saving Game..." stays permanently in the bottom right corner. At that point I lose the ability to Save Colony, or Return to Title though I'm still able to play -- just not save my progress.

I'm running the game over Chrome on Windows 10.
