Same cant do it either

I have about 20k people and fatigue is an issue. I tried doing a fire drill and it didn't help at all (I know you should not do them over 10k pop.) Yet now I'm experiencing another issue. My resources are fluctuating greatly and its becoming an issue. Any tips to fix this?
