I wouldn't count the space elevator as a building :P it's an elevator.

I didn't even know the optimal level was between 10m and 15m my colony is at 45mil right now lol

also this is just me but i execute all protesters lmao no room for lazy complainers in my colony.

I'm not sure if this is part of your problem or not but say your colonist IQ is 100 they will still complain about education if there is no school for that, it's not just the dumb colonist that protest smart ones want to continue learning as well.
