@qwertyuiopasdfghjklzxcvbnm , is a Foreign Emissary. Which means his vote cannot be counted. Only NOZ member votes are counted. As such.

In this voting @Russian Gopnik wins. However, 'Please note that the voting for age restrictions have concluded in the Senior Council (SC). Here are what we agreed upon. A 16 year old age restriction has been voted into NOZ Law. However, young people with considerable maturity, but under 16 will be reviewed by the SC to be part of us, after the election concludes.'
