what I did was remove an embassy and then place it back, and then I saw that I could place it infinitely after that. I am on the ape web apps version. also every time I place an embassy it has 0 diplomats.

I have a similar problem, never had it before this patch. Now I have one embassy I can place over and over as many times as I want.
