Is there any way to start an LIS ice world, possibly with support of another colony?
Ive got a functioning colony on the same network, but my lis ice world has only 2 power, so i cant built anything other than regolith compactors and basic supplies. For some reason im not unlocking the solar panels.

If you have another LIS colony that is independent, then you can use that charter to start a new one.
Yep. And Ice world doesnt use solar. it uses regolith furnace for power.
