Hi I'm A bit confused can someone tell me what are the criteria for colonist from neighbouring colony to transport over as foreign commuter?
the only way it appear that i can get foreign commuters is by maxing the priority of a building but it is very troublesome to do that for every building.
also do colonist from neighboring colonies migrate over?
