Hi,
what would be minimum CPU to play Mega colony with like 1M colonists? would 2GHz dualcore suffice?

Make and model? There any many different dual core chips out there. RAM is also a major consideration, I recommend 8GB for such a big colony. (4GB may be enough, but it will clog your RAM)

Thinking Celeron J1900 - with active cooling. Or maybe Q1900, not much more expensive..
At this point the number of colonists makes little difference on cpu/memory. After 2k colonists, the effect is negligible. The bigger concern will be with large map sizes or having tons of structures, but with arcologies and other later stage buildings, you could probably get 1m colonists on a medium sized map
