Hey xification, you might find better success in starting by editing images that are already in the game. For me, its hard to start from scratch, its easier to take someone elses creation and add my own twists. Sometimes it’s just as simple as changing the hue and brightness of the entire image(also known as colorizing), but other times you have to go down to the pixels and make sure each pixle matches up, especially when dealing with complex images like the regolith extractor that i made a red version of(that was the hardest.). Check out my high pressure terraforming thread on the suggestions forum and see if you can tell which images in the game my creations came from.
Also, for drawing i use gimp, which is awesome because of the many ways you can edit an image, not sure if paint.net is similar or not. I copy and paste all my drawings to inkscape, which adds a neat little blur effect to the image, and then i save as svg. Gimp will only save as xcf.

It's more complicated than that though because if you just try to colorize the whole image, the ore and the conveyor belts will change to that same color. I had to make lasso selections around the white portions and colorize them separately from rest of the image. Then I had to go back and recolor the pixles on the edges so that the new color would blend in and not more white-ish pixels were left. That took a long while, and don't even get me started on the water extractor, I had to go in and recolor everything pixel by pixel.
