Lack of resource options to buy from Space Elevator?
There should be resource parity between the Space Elevator for UE colonies and the Online Black Market Office for LIS colonies, with regards to options on what you can purchase. While you can build a Synthetic Diamond Laboratory to provide Diamond for a UE colony, there's no way to purchase Diamond from a Space Elevator, which hampers UE colonies' ability to provide large quantities of it and thereby slows their developmental progress down. UE colonies also run into a similar issue regarding Space Elevator purchase options when trying to obtain Ether and Crystalline too.
