I just unlocked this ability but have no clue how to do it please help me! I would also like to know how to issue charters.
You can change policies in your consulate building (or similar building for other factions) or in your capitol building through the policies tab in that buildings gui.
Chartering new colonies happens when someone uses your charter code to start a new colony. Your charter code can be found in the statistics menu.

What do you mean by consulate building?
Consulate or Capitol is in the Government buildings menu. You can click on the building after it is built and click the Policy button for laws/policies. If you have the Capitol, you may have a Commonwealth button that you can use to access some of those functions, such as sending resources to colonies under your charter.
