A few things: might have an ad/script blocker that is blocking certain things, the server(s) might still be throttled, and/or Bast might be doing some work on the game and the web version is the 'live' development version.
I've been running into the same problem using Google Chrome Version 62.0.3202.94 (Official Build) (64-bit), on both windows 7 and 10 ever since the .51 update. I had observed some of the occasional glitches that I've seen others reporting prior to this, but nothing was ever this bad. I can see what my current resources numbers are if I hover the mouse pointer over the resource indicator at top, but no colonists are showing as occupying anything (living quarters/workplaces) When I start a new colony everything generally works fine until several minutes in and then all progress seems to lock up and rovers stop responding to commands. restarting or refreshing only causes the numberless resource bar to appear with no information about colonists.
I would suggest not playing the Chrome version as Bast's ISP may not have reset his server data limit yet. He also does all of his development on the Chrome version so that one is most definitely "use at own risk".
yeah maybe it was the server or something because today everything works just fine!
