Ape Apps

I have 396 homes, but only 23 citizens, with that number shrinking every moment. There are NO MORE CITIZENS coming into my city. As well, I have loads of empty jobs that really need people to manage them. Is there something that I have to have or do in order to get more population? Or have I encountered a bug? Please help because soon my city will have run out of citizens and become a ghost town...

Please give some more information like: you play via browser? (Edge, Firefox, Chrome etc... ?) via App? (Android, IOS, Win10 ... 7-8 etc...? )
P.S.: i'm playing on browser with Edge, with Chrome in a cell. and with the Win10 app and i've not any problem like that (some other kind of problem only with Firefox Quantum 64bit)

Also take a look at your approval rating (menu -> statistics -> government). If it is really low people do not come to your city as fast. But yeah beyond that, like jova said, the more info on your environment the better!

Are you sure that every house have a side or a corner touching an open road or free space? Colonist need that to reach buildings

Yes, all houses have at least one touching open spaced
