Domus Urbanus and other improved housing structures not appearing

Hello,

The only housing structures I have access to is the small Domus and the ludus. I have the improved housing tech and all other techs up to government. For whatever reason the improved housing structures do not show up. I've built atleast one of every building and servant. Is there some something I'm missing?
