I decided to sell my consulate in hopes that I could build a new one and upgrade it past level 2, but it's not available in the All Buildings menu any more! Do I need to start a whole new colony to get it back? I REALLY don't want to do that :(

I have this problem as well. Sometimes I think it's caused by having not enough housing near the work buildings. I will sometimes move housing nearer to jobs that are vacant, wait a minute for the housing to get populated, and then shortly thereafter the jobs get filled. Not 100% certain that decreases the job vacancies in your stats, but it does get empty jobs filled.

My capitol is at level 5, I'm about to get Transcendence. I've upgraded every tech that has been available. How do you check which ones you have? I can't find them anywhere.

does anyone know why I can't upgrade my consulate to level 3? I have all the required resources and technologies but the option isn't there.
