I decided to sell my consulate in hopes that I could build a new one and upgrade it past level 2, but it's not available in the All Buildings menu any more! Do I need to start a whole new colony to get it back? I REALLY don't want to do that :(

As if the Lander haven't taught you anything, is that in this game if you sell something you can only have once, you cant get it again.
