Here's an idea.
Like hospitals you could add police stations and police HQ and finally idk... like an FBI building.
As you could add safety to Health and fatigue. Where your population needs to be protected by crime that happens.
You could even add a prison system as well... idk just an idea...

I cannot build anything i have researched in my new red planet. Like i cannot build any more tourist stuff and upgrade my government building despite researching it
