All foreign embassies have no employees. I get messages that they are dying. Do not know how to get new workers to replace them.

This sounds like it could be the start of an interstellar conflict. Yeah I think I forgot to put in a way to replace dead diplomats. I think how it should work is that the embassy's mother colony should be required to resupply the embassy once they come online again.
