Can't build with the drones - Page 2
There are supposed to be several things listed there. It sounds as though you haven't unlocked the research for the items to appear.
I have 5M atmosphere, and the only things I can research are Ancient Alien Language, Galactic Finance Theory, and Nationalism. I don't know if this helps, but I expected there to be more stuff that I could build with the drone right off the bat.

The fact that you get options to build other things with the drone indicates that you have not met the requirements for it to show in the build menu. Pay particular attention to the "Technologies Required" section.
