how many people can buy food per supermarket ? I had build 1 supermarket per Large Residential Complex or 2 for 3. But the game always saying '' supermarket needed '', can't see where it's needed....

It's probably because one of the resources consumed by the supermarket has reached max storage.
Check on food, water, rhum, etc...
