In order to add more gameplay to the war side, I believe that when someone eliminates a settlement, they should be able to gain control of it. Also, if one conquers a high level settlement, they should be able to access the level that the settlement had, but higher level settlements should have structures and units that should make them near impossible for a new player to be able to conquer them.
Do we have ideas for what should define a settlement as conquered and enable new ownership?
