Am I the only one that didn't know that going one stage further blocks buildings if not build during previous stage?
I can't build any buildings from stage 0 to 3 that i havn't build... what is this rule ?

Not sure what the issue is, what government building is missing? Keeping in mind the consulate is for dependent colonies and the capital is for independent colonies, I'm not sure what government building is missing...

well for that part you at least see that the capitol number stop at 3 (can't go to 6) and keeeping in mind these are not the only building missing :)

And i'm sorry but consulate doesnt require either (It clearly says independance not required just checked) it is just that you can only build one but I cant upgrade it either

Here is a list of buildings that comes to my mind that I can't build

I'm sure I have the res for this (upgrade to 4)

LIS uses the Independance Hall when independence is gained, and no other bases use it. Consulate is for maps that have not gained independence, thus no independence required. Capitol buildings will show up exclusively once independence is gained and replaces consulates.
As I can't tell what resources you actually have (small pic and no glasses on at the moment), check the pages for those other buildings to see if you have the tech and resources:

My lowest ressources amount was charcoal 184k.
I have all technologies

Okay my bad as some buildings didn't show up I though I couldnt build them on this planet

the center of artificial learning isn't a government buildings.

Is this still a bug? Seems like I'm missing the Investment Bank... I have the required techs (Tall Construction and Galactic Finance Theory), but it doesn't show up on my building list, nor on my Construction Drone's building list.
